ABSU-CEP (Agence BΓ©ninoise du Service Universel des Communications Γ‰lectroniques et de la Poste) is a Benin government agency responsible for providing underserved and poor communities with access to telephone, internet, and postal services. It promotes digital inclusion by deploying communication infrastructure and enhancing digital skills, such as ICDL certification training
